Reduce the impact of high-risk factors, including poverty, and provide equitable resources to meet the needs of all students to ensure that they have access to quality educational opportunities.
In his state-of-the-state address in January 2015, Governor Snyder expressed a vision for Michigan to serve as a national leader in developing a skilled workforce. He also promoted more collaboration between education, business, and industry so that students graduate with in-demand skills. 2 By developing a statewide strategy to coordinate and expedite career pathways, MDE will provide leadership and ensure that LEAs and ISDs have the intellectual resources to improve their work in this arena.
In Year 3, GLCC worked with MDE and a multiagency group to support the Moving Pathways Forward (MPF) initiative. The MPF project goal is to integrate adult education into broader career pathways. GLCC facilitated meetings to develop a mission and vision for the state career pathways work and an action plan for career preparation in Michigan. During this process, it became evident that to successfully develop a strategic plan for the state, stakeholders needed data on the current programs, policies, and practices as well as employer needs and education gaps in Michigan. To continue the effort to prepare students for college and careers and meet the needs of in-demand careers in Michigan, GLCC will work with MDE and stakeholders to develop a statewide strategy to align policies and develop a coordinated and career pathways system.
In Year 4, GLCC also will facilitate the development of the MDE OFS strategic plan that aligns with the priorities of the new state superintendent and supports LEAs in increasing student achievement.

- Facilitated Michigan’s MPF initiative and multiagency group development of mission and vision statements for creating a career pathways system.
- Cofacilitated the development of the MPF action plan.
- Facilitated the development of the Title III three-year strategic plan for the MDE OFS Special Populations Unit.
Research and Resources
A Framework for Coherence: College and Career Readiness Standards, Multi-Tiered Systems of Support, and Educator Effectiveness (Hayes & Lillenstein, 2015) and a professional learning module titled Integrating Employability Skills: A Framework for All Educators (CCRS Center and GTL Center, 2015) will be used to assist MDE with developing a plan to integrate and prioritize employability skills at the state and local levels.
Strategic planning project processes and technical assistance tasks will be informed by strategies used in successful strategic planning:
- Strengths, weaknesses, opportunities, and threats analysis
- Edward Deming’s plan-do-check-act (adjust) cycle
- Logic Models for Program Design, Implementation, and Evaluation (Shakman & Rodriguez, 2015)
- Toolkit for a Workshop on Building a Culture of Data Use (Gerzon & Guckenburg, 2015)
